The conference, called by Virginia Secretary of Education Donald J. Finley to discuss budget issues in the state academic libraries, was attended by representatives from six state college libraries. The manual, prepared for University of Virginia Librarian Ray Frantz, contains the text of his presentation, and supporting documentation on automation and databases, the funding (Voigt) formula, law library funding, serial costs, and library staffing.
